Yes — it's the same category of surface used on modern playgrounds. Lead-free, non-toxic, no chemicals or fertilizer ever, softer and more consistent than patchy island grass, and no sandspurs. Barefoot-friendly is the whole design goal.
They can and they will — urine drains straight through the backing into the base, and antimicrobial infill keeps odor controlled. A periodic rinse keeps everything fresh. It's dramatically cleaner than a dirt-patch dog yard.
